A Colombo Plan scholar and a former Superintendent of Engineering Corporation of Sri Lanka, Mr W.O.T Fernando has also served as a visiting lecturer at the University of Moratuwa and as a senior lecturer at the Apprenticeship Training Institute (ATI), Katubedda.
